PEOPLE reveals that the 3-year-old, whose name remains undisclosed, was backing a 2024 Honda Odyssey minivan into a driveway. While maneuvering the vehicle, the driver accidentally hit the gas pedal, according to preliminary findings from the police. Police took Abraham Moskovits to Good Samaritan Hospital in Rockland County, where he later died.
Authorities confirmed that the incident happened just before 9 p.m. local time on Tuesday, October 22. Troopers from the Monroe barracks responded to a report of a vehicle striking a pedestrian in the village of Kiryas Joel, located in the town of Monroe, New York.
A neighbor who wanted to remain anonymous shared with News12 Westchester that everyone in the town felt shocked and saddened by the news.
“It’s very painful,” said one neighbor who asked not to be identified. “He has nine children. Everyone is shocked.”
Per News12 Westchester, police believe the crash seems to be an accident. However, they are unclear about why the 13-year-old was driving or what their relation to the victim was.
Trooper Jennifer Alvarez told PEOPLE that the incident shows no signs of criminality, and state police will not pursue charges. When asked about this decision and any possible traffic violations, Alvarez stated via email that the investigation revealed it was not a criminal matter.
New York state law prohibits anyone under the age of 16 from driving, regardless of whether they hold a permit or license from another state.
